Why is to many carbs not good when gaining weight?

On some diet plans for gaining weight it is stated that you have to be careful to not add to much carbs, as this can have an bad effect/adverse effect for the diet.

Can this mean that you will not gain weight if you add to much carbs to your meal?

What are the possible reasons/explanations?
