5 meals a day and still no gain in weight?

Its been four weeks now of sticking to a strict diet, I work days and nights but below is pretty much what I'm eating:

08:00
3-4 eggs, beans on toast

11:00
x2 tuna sweetcorn pitta + spinach

15:00
chicken, broc****, rice or flank steak, rice and spinach

19:00
chicken, broc****, rice or flank steak, rice and spinach

22:00 (post workout)
shake

I use to eat a lot of **** (takeways everyday) and have gone from 14.1 (89kg) to 13.3 (84kg), which isn't a bad thing as I did have a bit of fat around my stomach area and that has pretty much gone now, however my arms and chest haven't grown in size, my arms are still 14 inches (bicep area relaxed) and my chest is 38 inches. Do I need to eat more or am I eating the wrong things? I'm filling the plate right up with the rice, spinach, brocolli, meat etc. It's not like the meals are small meals. Any advice or help would be greatly appricated, cheers.

Note: I go to the gym 6 days a week, (soon changing to 5), my workouts usually last about an hour. I'm 6'2, I'll attach a photo.
