Skinny fat, should I cut, lean bulk or maintain?

I am 22, my height is 173cm (5.68ft) and weight 66kg (145.5lbs). For the last 3 months I have been lifting weights 2-3 times a week and have been on a low carb diet (eating clean and trying to get the right amount of protein). I've noticed some "newbie gains" when I look in the mirrow (minimal fat loss and some muscle gain).

My objective right now is to get is the best shape possible for summer (July 2019). Right now I feel like I am still at the skinny fat zone (My scale says I have 30% muscle and 25% body fat).

My first thought was to cut all the way to July, and get rid of all this fat, but I am afraid to look too skinny after cutting...

I have also considered doing a lean bulk for 3-4 months and then cut for 3 months, but I read that you should not bulk if your body fat is above 15%, or you will risk getting way too fat.

Or should I just stay at maintenance (keeping my carbs low and protein right) and hope to build muscle and lose fat at the same time?

Any advice would be much appreciated. :)
