What Should I do?

Weight: 152lbs
Height: 5'8.5"

I am skinny fat as you can see in the pictures attached. Is it wise to cut down on a slight defecit to get down to 130-135lbs (prob 11%bf) or bulk up first with a lean bulk? I've been doing fierce 5 for a few months now.

Will cutting make me really under weight and be unhealthy for my body and metabolism? Will bulking make me put on too much fat as I'm around 17-18% body fat?
