23%body fat. Surplus or deficit?

Hi guys and girls,

I've been searching the forums and have been a bit of a lurker until now.

I started lifting weights at the start on july and has been going great, progressing every workout and generally feel it's going in the right direction. My only problem is I can never get my calories etc right, I have been using my fitness app and making sure I hit my protein and carbs.

My main struggle is should I be eating in a deficit and still lifting to lower my body fat % (as I am carrying a bit of weight) or start on a surplus and cut later?

I weight 88kg and 6ft
