Should I bulk or cut?

Hey guys, I’m a 19 year old male and I’ve been getting more into general fitness and weight training for about 5 months now and I’m really proud of myself. My only thing is, my diet is trash. Now I’m at the point where I need help with nutrition. Im 5’9” and as of this morning I’m 151 lbs 17.4% body fat. My problem is whenever I research this someone says bulk so I research bulking and they say my bf% is too high to bulk but then when I look at cutting they say you’ll look scrawny if I cut at this point. So what should I do?
