Transitioning From Cut to Bulk Help

I'm about to transition from my cut to bulk. I will be following a new program as well. Two Questions. Don't want to gain that fat back. Final cut week was at 1700 Calories. TDEE Maintenance 2200 Calories.

1. Should i eat 200 calories above the cut for 1 week and then eat at maintenance for another week before i increase the calories above maintenance by +10%
2. I'm thinking of having 20g of fats above the recommended fat intake. Thoughts? I hear high fats is better for bulking as carbs give only energy.
