Macro's Fluctuation?

Hi All,

I finished my cut at 1800Cal (160lbs) 6 weeks ago, and have been slowly upping my calories by 100-150 per week. i kept losing weight even when i hit 2300 (my supposed maintenance cal), But once i upped it to 2400 cal i have been gaining almost a pound per week. So i decided to scale it back a little to 2300 but have still been gaining 1 lb per week. I was aiming to Lean bulk (so 0.5lbs per week). Any idea why this might be happening? It seems strange to me how i am putting on weight even when i am not at that much of a surplus, could potentially be water weight as well.
