If dietary cholesterol doesn't change blood cholesterol what raises LDL?

There are some conflicting studies saying eating eggs/shrimp for example doesn't effect your blood lipids as cholesterol is created in the liver and the liver is what outputs bad cholesterol in the blood.

So what makes the liver produce more bad LDL?

Honestly have no idea, would love a well formed person to ELI5
