Question about carbs??

I lifted on and off for 2 years nothing serious just to be in some shape and have something to do, didnt really get huge or anything
Took a brake 1 year and now im going to get real serious about it and im learning as much as possible

But the thing i dont understand is, I hear alot of people say:
Carbs are not necessary at night just pre and post workout etc
How am i sopouse to be in a calorie surplus if i eat rice or potatoes just pre and post workout and oatmeal for breakfest?(I eat the classic bro diet-Eggs rice oatmeal chicken stake bro****)
I can hit my protein macros and my fats
But if i dont get those extra carbs in overall i have taken less calories then i need to grow ( bare in mind that i think that you have to be in a surplus to build muscle, if im wrong then that explains it)
