Bulk or Cut First?

I’ve been getting some conflicting info on this topic from friends, and the community here.
I’m 5’10”, 167 pounds, 27 yrs old, and hitting it HARD on the Allpro workout routine.
I’ve been skinny to skinnyfat all of my adult life, with little muscle definition.

My goal is to reach a muscular 200 eventually. I’m very dedicated to achieving a body builder’s physique in the coming years.

My question is:
Should I cut first, and then bulk (I can easily cut down to 150 skinny), or bulk (eating 1g of protein per pound) from where I am at and then cut some?
