To continue to bulk or not to bulk? Maybe recomp?

Been on bulk for most of last 6 months. Gone from around 80kg to 86kg so been pretty aggressive with my calories since I struggle to put on weight cos I’m 20 and metabolisms fast as ****. (around 3800 cals day, I’m 6”1 tAll btw), it’s mostly muscle because strength has gone up a good bit but I look like I’ve gone from say 15 to 18% bf. I was thinking I’ll put my cals down to 3500 to try and keep bulking but not gain fat , is it worth doing this or am I alright to stay at 3800. I want to avoid cutting at this stage (except maybe mini cut) as I’m nowhere near satisfied with arms especially with my proportions.

So yeah should I
- keep aggressively bulking and just not worry about the fat till I’m satisfied with what muscles underneath
- lean bulk (lower calories a bit but still just over maintenance)
- mini cut
- recomp
