Should I continue my cut or lean bulk?

Just for reference:
18 y/o @ 5'9
started cut at 165lbs
current weight ~151lbs
starting bodyfat % ~16%
current bodyfat % - you be the judge (if anyone could tell me that'd be great)
goal: to look as massive yet still shredded for July (going on holiday)

Hello all,
I started my cut on the first of December and steadily lost around 1lb per week for 14 or so weeks. Since then I have been "attempting" to lean bulk for just over 2 weeks now by eating on average 150~200 cals above what i believe to be my TDEE, yet i have somehow managed to lose weight on average per week. And I'm at the point where my bodyfat percentage feels a bit too high for me to start lean bulking (as I am fearful that I may get too fat and look all soft again), but at the same time do not want to cut now as I have been making significant strength gains in the gym, i am also feeling very small compared to when i was 165 and it feels pointless cutting to sub 10% bodyfat and then maintain it for 2 months until July and be able to make no gains in that period. If any one could advise me on the best "strategy" I should choose whether it be lean bulking (if so, any tips on what I may be doing wrong, as I have increased the calories each week yet am still losing weight on average).
