Is it possible to lose 16kg in 3 months?

As part of my school project I have been asked to develop a nutrition report for a 40 year old sedentary female (1.62m, 65kg) who suffers from glucose intolerance. Her current diet is around 3000 calories per day (big chunks of these calories come from chips, takeaways etc.). The client is aiming to lose 16kg in 3 months with the implementation of regular exercise (she has been inactive for the past 10 years).

Obviously for her to achieve this her diet would require a large calorie deficit.. so my question is, as an 'acting nutritionist' would it be unsafe to help her achieve her desired goal & recommend she changes her goal, or is it possible to help her achieve this weight loss safely?
