Should I bulk or cut

I'm 160 pounds 20 percent body fat and 5" 8
I want to gain muscle and have been lifting for 3 to 4 months now but have been off and on about bulking and cutting I just want to gain muscle but do not want to gain to much more fat since I am at 20 percent body fat already any info would help I'm also not 48 I'm 16
