Bulking and cutting

Hi there, I'm really new to the training scene.
Got a question. Currently I'm 70kg with a length of 1.90m. Bulking was the first thing I did because I was serverly underweight. I tried to clean bulk as much as possible. What is the best way to cut if you're done with bulking and what is the best weight to start cutting? I'm trying to aim for 85 kg. Currently 19 years old
