21/176 lbs/6.1 skinny fat

Trained for a year at age 19 then stopped for an entire year but now i've been at the gym for a month (4x a week) and i'm getting stronger, but i really hate my current body composition, i look fit in clothes but disgusting without them. I really don't want to get into a yo-yo diet. should i try to cut weight or gain it

I don't really have a way right now to calculate my BF% but I'm guessing it's between 18-20% (waistline 36.5 inches)
