What does it mean by you have to lift heavy to get big?

So I’m fairly new to lifting and am looking at understanding how muscles develop better to aid me in clean bulking more efficiently. To clarify, I know what people mean by you have to lift heavier to get bigger; I just don’t really understand the science behind it.

From what I’ve learnt so far, you can only gain 1-2 pounds of lean muscle a month, and this is ideally; given that you stick to a clean diet and work out regularly. Anything more is basically converted to fat or glycogen.

At the same time, I heard you can only get significantly bigger from lifting heavier. I normally keep my workouts to 9-12 reps with 3-5 sets depending on the workout.

So if the above statement is true, and you can only get bigger by lifting heavier, does this mean you can’t gain 1-2 pounds of muscle a month without lifting heavy?

If it isn’t true, and you can gain muscle through slightly higher reps and lower weights, then where does this muscle you gain go to if you ‘can’t get bigger without lifting heavier’?

Also, is mass gainer a good supplement for clean bulking? I normally use it as a filler in addition to the meals I have everyday, to meet my daily calorie goals.
