Still somewhat confused

So I have been on this forum for some time, I know the basics of building muscle etc. Only question is, the right amount of monthly weight gain as I only do 3x a week workouts due to other responsibilities etc. So I'm bulking on a 200cal surplus. Been training for 7months, but fir the last 2 months havent noticed any changes while the first few months showed rapidly. So should I still bulk on 200cal surplus if I'm still a beginner or could I go more even if I only train 3 times a week?
