Bulking not working

Hey guys, so I want to say that I've been trying to bulk for almost two months, but I really only consider it to be the past three weeks as that's when I started going to the gym consistently and really working on my diet. I've been eating around 3000 calories daily but I don't see any results. I can feel my muscles being a little bit firmer but I don't know if it's in my head or not. I am 6'2 weighing in at 183 ish and have a body fat % of roughly 19%. I don't really do cardio, 5 minute warm up but that's about it. I use machines mainly and do 3 sets of 6-8 reps (heavy). My strength has increased a little though. Should I be eating more? I can't really tell if I'm gaining weight because it fluctuates quite a bit. Throughout this week I weighed myself and I was always between 184 - 186 and yesterday I weighed myself again and it looked like I was back at 183 so I guess it was all water weight. Feeling discouraged but I'm not giving up, just need advice!
