How to measure nutritional value of a food based on cooked/non cooked food

Hi

I am a beginner so this might a silly question to ask. Lets say I want to have 100gms of oats in my breakfast. So I should measure 100gms of raw oats or I should measure 100gms once they are cooked.?

100gms of raw oats will be more after cooking so how should we actual measure the food quantity, before cooking or after cooking. This same goes for other food items like brown rice.
