Bulk or Cut?

Hey I’m a 17 year old girl, I’m 5”4 and I have a bodyfat percentage of 23%. I’ve been going to the gym for 1 year now and am currently following an upper body and lower body split with 3x 10 mins Hiit sessions and try to reach 10.000 steps a day. Now the struggle I have is that I don’t know if I should cut or bulk I want to build muscle but I don’t want to gain too much fat what should I do?
