I need help determining what kind of program I should follow

I am 6'2 and weigh 197 lb. I was thinking about eating at a slight surplus to add some muscle, but I'm wondering if I should drop my body fat % down first. My TDEE is around 3,000 calories a day. Should I continue to bulk or start cutting?
