1 year on, lots of strength - no bulk

I have been working out for a bit over 1 year now. In this time I made tremendous gains in terms of strength: all my lifts have doubled or more. Where I was "skinny fat", I have now a decent build, flat belly, some v-taper, and so on.

However I must be doing something completely wrong with nutrition, because for how hard I worked out and for the strength gains I got, I didn't bulk up a bit.

I stand now at 1,78cm, 65kg, about 15% body fat (42 years old) and given my sedentary lifestyle (with the exception of working out 4/5 times per week), I am supposed to need an intake of around 2200kcal.

Whenever I have attempted to push it up to about 2500 or so, I have seen no increase of my lean mass, no bulking, yet I quickly and visibly gained belly fat - which of course made me stop almost immediately (of course I have been very careful of balancing proteins, carbs and fat)

I have attempted the opposite as an experiment, going on a deficit - and surprisingly that doesn't seem to work as well. It's like if my body is stuck where it is, no matter the stimuli.

Any hints or advice?
