Lean bulk in college

Just moved into my dorm in college and planning a bulk to get some of my strength back from cutting. I've been dieting/lifting for the past year or so, started out at 6'0 280lbs now I'm at 6'0 205lbs and ~17%bf. I've felt my strength going away for a while now, in June my deadlift was at 405 now its ~350.Plus my bench and squat have gone down about 40lbs each. I'm at a point where my weight loss has slowed down a lot so i figured its a decent time to do a lean bulk. I want to gain some of my strength back with minimal fat gain. I was thinking about bulking up 15lbs then cutting back down to 200 or so. What type of diet could i do in the dorms, i don't have a whole lot to make food with and the dining hall isn't the best. Seeing that this will be my first bulk,any other tips would be appreciated,thanks.
