Question on Cut & Bulk theory

I am 1.72m, 71kgs.

I have been bulking for few months at around 2800-3000 calories a day consistently, gaining mass and improving my lifts and at the same time gaining some fat too. I have gained about 6kgs or about 14lbs? over the past 3 coming to 4 months.

My progress is starting to slow, and i know because I do plot my weight gains through an excel and the progress is stalling, and even my lifts are sometimes stalling for maybe 2weeks before getting 1 or 2 more reps extra.

My question is, as my bf % is apparently around 18-20% now, is cutting a better idea before starting another bulk cycle?

This is my first time going for a cut so I am not sure.

Correct my logic if I am wrong- but let's say I eat 3000 calories while bulking, and this 3000 calories is no longer giving me faster gains (since more weight = higher maintenance).
If I cut down lets say few kgs++ , and I start bulking again with 3000 calories, I will start gaining at a faster pace than now right? Since my weight is lower (albeit more muscle mass) so lower maintenance level.
Isnt that much more cost efficient rather than trying hard to continuously bulk at 3000 calories when things are slowing down? The other way is to eat more, ie. 3200 calories right? But if I wish to just maintain at 3000 calories of eating? Then cutting is more cost and time efficient?

I just wanted to make sure if the above theory is correct. If it is I can then understand why people choose to have bulk-cut cycles!
