My Dilema, Need Help

Well I'm a skinny fat guy as per the pictures attached.

Do you think the first thing I should do is cut to sub 12%bf or bulk to gain some muscle?

Thing i'm worried about is gaining too much fat while bulking cuz of being at a higher body fat as it is, or if I cut, I'll loose too much muscle or not be able to progress as well in the gym (doing fierce 5).

Weight: 148lbs
Height: 5'8.5"

My goal is to someday compete in bodybuilding (many years from now).
