Is too much of a caloric deficit counterproductive?

I'm a male 6 '1 at 193 lbs and 16% body fat currently; Goal is 8% body fat.

I've been bouncing around 186-193 lbs for roughly 3 weeks now with my waist and neck measurements staying the same at 34 and 15 inches.

My daily diet is in a caloric deficit of 250 calories per day (I'm allowed 2410 calories daily) as I think i'm the lightly active.

I workout in the morning doing a rehab/prehab body weight program for posture that takes an hour every day. (I don't count this as calories burned)

I do 2x cardio sessions morning and evening that burn between 250-300 calories per session.

Sometimes I add a weight lift workout to my evenings this tends to be about 2-3x a week (I don't count this as calories burned).



So between cardio and my caloric deficit i'm dropping at minimum 750 calories daily, probably more because i'm not accounting for the workouts but i'm not losing weight anymore.

I feel like i'm having days of extreme hunger and I think that this is a sign that i'm in too much of a caloric deficit that progress is stalling.. or i'm gaining muscle while i'm loosing which is causing my body weight to fluctuate?

Advice from an experienced member is much appreciated. (Is 3 weeks to short a time frame to tell what my body is doing?)
