I am lost and I need an advice

Hi guys , I have been going to the gym since 2013 , yup 5 years

I have been bulking and cutting but didn't have any success

With every bulk I ended up putting too much fat without doing much progress ,

And with every cut I ended up losing too much muscle

I will admit that i am not consistent with my training and diet

I will admit that my protein intake is not high enough

But I need advice from you guys

I will post my stats and I want you to tell me based on my stats and strength level if should I cut ,bulk or recomp

I am willing to do everything so I can get out of this loop hole and see any kind of progress

175 - cm
73 - kg
bf-13-14%

My lifts :

Bench : 70 kg
rows : 55 kg
Can do 7 pull ups
Don't squat and dead lift due to knee injury
