For a 250-500 caloric surplus meal plan

I have one question for you guys. If the two most optimal windows of time to consume carbs (diet aimed to avoid packing on excess carbs as fat) are breakfast and post-workout, does that mean I should refrain from including any carbs in my other meals throughout the day or should I maintain a consistent amount of carbs, proteins, and fats for every meal but still keep breakfast and post-workout meals the largest? All feedback is appreciated.
