Switching from low carb cut to balanced lean bulk

Hi. I am almost done cutting, went down from 215lbs to 150lbs. I still have some fat left but I feel like I need to build some muscles now, I am also starting to feel very exhausted during workout. I think it's time to do some very lean bulk.

With my diet I went through a year of:
high carb -> low carb -> break (0 deficit) -> keto -> break -> low carb. I am currently at 1750kcal.

I was doing 3x a week light/moderate Full Body Workout and light 20min cardio, and 4x a week moderate cardio 45 minutes.

I want to switch to lean bulk and split workout.
What is the best way to do it? Should I start adding calories and carbs gradually, or increase carbs first, than calorie intake?
Should I stop doing cardio the other day without increasing calories or decrease the cardio gradually as well?

Also, what kind of workout would you recommend?
I am unfortunatelly unable to do high weight/low reps Dead Lifts and Squats due to back and knee issues (slipped disk), so a hard leg day is not recommended for me :(
