Should I bulk or cut? (Pics included)

Btw I’m flexing my abs in the pic (when I don’t flex I look fat. Also, my face is pretty chubby but when I turn it to the side, look straight, or up you can see my jawline, but if I look down at all, it looks like I’m fat with a double chin. Honestly I’m not sure if I even look like I work out even when flexing, and I look overweight if I stand with my chin down, bad posture, bad lighting, and unflexed abs.

Also, I’ve been told cutting is better if you do cardio to burn 250 calories and then eat 250 under maintenance, than it is to just eat 500 under maintenance. True? Or broscience?
