Gaining Muscle When Cutting And A Beginner

i have been lifting for a while now but inconsistently I'm talking once a fortnight or 3 weeks so really I'm not a lifter I'm still effectively new to lifting if i started consistently lifting 4/5 days a week (also in a deficit) would i actually lose fat and build muscle at the same time (should also mention I'm pretty chubby about 20% Body Fat) I'm told overweight people gain muscle and lose fat at the same time is this true loads of different perspectives on internet would appreciate a real persons experience with this to clear things up
