Glycemic vs. Insulin Index: Why aren't they always correlated?

This is 100% a curiosity question based on a table I saw in a forum post. It's from wikipedia: https://en.wikipedia.org/wiki/Insulin_index

I'm just wondering, for example, in foods like potatoes... VERY high GI, and VERY high Insulin Score.... and furthermore very high (the highest actually) satiety rating.

But then you have something like brown rice: very high GI, but pretty moderate Insulin Index.... and kind of a moderate satiety rating.

While some of the items on that table seem to have a positive association (Higher GI tends to mean on average a higher Insulin Score, etc), many of them don't follow a consistent trend.

Just wondering if anyone knows why there isn't a more straight-forward relationship between GI, Insulin Score, and satiety...
