Bulk? Cut? Recomp?

Hey guys I’m a natural lifter and I started lifting a little over one year ago. I got injured and took a break and got back to lifting about 3 months ago and I’m looking to get really serious. I have spent hours and hours watching videos and reading articles and I don’t know if I should be bulking or cutting or recomping or if it’s even possible for me to recomp. I weighed 163 then “lean bulked” which went way too fast and got dirty but only for about a week and a half. I am at 170 around 18% body fat. I want to build muscle but also cut down on my body fat to be able to see abs and have bigger chest and arms which is of course the thing everyone wants but I’m not sure on how to do it. I am 16 years old by the way.
