Can i build some muscle with this "IF" ?

Hello, i have a question. Im working out, i do sports, im very active person and yes, my main goal is not to gain muscles or strenght, im working out to be more in condition, i mean low BF and good endurance. Im working out every other day for like 45 mins, I do circuit training with minimum rest, so something like HIIT but with weights and also with it, I do "16/8" IF method, so nothing extra for building muscle too ... but still i have a question -> can i build some muscles with this ??? I train every morning on fasted state and then i have first food like 5 hours after training, but lets say if i have after these 5 hours food with enough protein and other macronutrients + i will be in caloric surplus, can i build some muscle too ? Thanks
