Bulk or Cut?

21 year old male. 69 inches, 132 pounds. Currently consuming between 1500 and 1700 calories per day on the keto and one meal a day diet. Also approximately 130g of fat, 70g of protein, and under 20g of carbs. My diet mainly consists of scrambled eggs, bacon, lean meats such as steak or chicken, and cheese. This is consistent everyday. As far as training I do mostly pull-ups, pushups, and abs. After this I do a session of HIIT where I burn about 280 calories. I am curious on whether I should bulk or cut. I planned to continue on this plan of cutting to get abs and lean for summer, then bulking for about a year and a half. But I am getting tired of everyone saying I am so skinny. I am also tired of never being comfortable with my shirt off. Should I bulk or cut?
