How do you know f you have platued in weight loss?

Hello People,

Question is as stated in title. For the past 2-3 weeks I have been around the same weight 165lbs, dipping down to 162lbs and up to 166lbs. Currently consuming 1600 calories and tracking/weighing/measuring everything I eat via MFP. I workout 3x a week doing weights and 300 calorie cardio to increase my deficit. I do not eat the calories I burn back. I am also taking 10k steps 3 days a week on average due to work. However, my weight is still in the 162-166lbs range. I have been training consistently for around 3 months now and target is to get to 143-154lbs as I am fat, some would say skinny fat but no there is a lot of fat on me particularly around the stomach and thighs. I have read to decrease 100 calories per 10lbs lost, I started at 171 and have lost only 6.6lbs so not 10blbs yet to which I should go to 1500 calories. I ate 1500 calories before asking and re reading threads and jumped to 1700 calories and decreased calories as I lost some weight to 1600. Could it be my body has become used to eating 1600 calories and I need to do a re carb, refeed or eat at maintenance? I eat carbs so dont think re carb is applicable and not sure what refeed is in my stat. If someone with a similar experience, expertise or knowledge could share thier insight that would be awesome :)
