To bulk or not to bulk?

Hi everyone

After stepping on the scales at my local gym today I was presented with the figures that I was 24% body Fat weighing 97KG (213 pounds). From this I was looking for advice whether to cut or to continue bulking to gain size and muscle based of the pictures attached. If needed to help your opinion I am 20 years old, 6ft 4 and am currently 7 months into consistent training having started at 84.8kg (187 pounds) about 10 months ago.
