Mistake to bulk based on current body comp?

So debating bulking as I feel like I lack mass, but might also be carrying too much fat. The way I see it is cut all the way down to ~10-12% body fat or slow bulk 6-8 months. Pics are attached. I have been cutting for 3 weeks so pic 1 is before the cut, and pic 2 is from yesterday (I am flexing in pic 2 so I look leaner).
