Criticize me, should I bulk or cut

Trained for: 3 years
Age: 18
Weight: 74kg (163lb)
Body Goal: shredbundy (Joe Delaney)

I have been cutting the past 3 months, the plan was to get shredded for summer and get better facial aesthetics and abs. I always have a fat face when bulking/maintaining.
BUT I feel like I am too small, 163lb is not that much I know. I'm about 12%-13% bodyfat atm. Should I carry on my cut til the end of summer, my goals was to get below 10% bodyfat for this summer.
And then start the CLEAN bulk in august? The problem with bulking for me is that my face always gets fat first, jawline disappears, am I in a too high caloric surplus or eating the wrong foods?
Or should I start bulking again now but more cleanly, so I won't get a fat face or is it just where I store my fat bcuz genetics?
