Bulking or cutting for teenager

Hi,
Im a 16 year old and currently weigh 67kg and am 17.3% bodyfat. I have been training solidly for about 9 months with little diet plan and now want to kick things up a gear.

At my bodyfat im aware that most people would suggest i cut and then bulk- however due to puberty and stuff- i have also heard that teenagers should constantly be eating a caloric surpluss and never should cut.

Im happy with my body fat and just want to get bigger so am open to constantly bulking- but i want to know what is most sensible to do and dont want to end up with a huge cut to do.
