Keep cutting or start bulking

I'm 5'10 and 19 years old. I began my cut back in march at 168lbs, and I'm now at 154. I've worked out for 2 years so I don't have newbie gains. I still have love handles, and I can't see my abs. But I'm so tired of cutting now, and my calories are super low! It's summer now and it's bbq and parties every week, and I have to drop all of that because of my diet. Even tho I have love handles and a little chubby face, I look insanely skinny in clothes! I'm also very weak, I only bench and squat 200lbs and deadlift 255lbs. I really want to eat more and get big and strong, but should I lose 4-5lbs more before I start bulking or should I just bulk now? I'm concerned that if I start bulking now at 13-15%, I'll end up at 20%.
