Bulking Calories and Help In General

So I know that weekly calories are popular when dieting for cheat meal or cheat day purposes but how about when bulking? I read somewhere that it's better to just be in a daily surplus CONSISTENTLY surplus than just being in like a 50 cal surplus for 6 days and then a 1000 or 2000 cal surplus on the other day.

Also seperate question but is 20,000 steps too much activity when bulking? I eat my biggest meal that's usually like 2000-3000 calories right before I go to bed because I do somewhat intermittent fasting where I eat little throughout the day, have a big pre workout meal and come back to that big 2000-3000 calorie feast. The problem is that leaves me with barely any time to sleep so as soon as i finish i rush to bed and get like 6-7 hours of sleep. Well it takes time to actually fall asleep so roughly 6 hours?
I wake up and take a scoop of bcaa and down it and go for a walk that's usually 10,000-15,000 steps. Then I eat little and the schedule cycles back again.

Is this bad in general for LEAN Bulking?
I was a previous obese kiddo at like late 14, early 15 and lost it to about 13% bf at late 16. Now hovering as 17 I was trying to bulk since November 2018 but my bad disorder with food and obsession/guilt/anxiety with the step counter drives me nuts!
