skinny fat - bulk or cut - help please ?

I weigh 152lbs . I already started cutting , it sucks . I lost a lot of strength especially in bench press and shoulders exercices , is this supposed to be normal ? I'm wondering weither I should keep going on my cut or not .
I'm also wondering what would be a good guess of my bodyfat percentage from this picture
