Is calorie shifting the same as a normal deficit?

So let's say I try to keep my calories at 1700 per day and I eat 2400 one day and 1000 the next to average 1700, Is that the same as eating 1700 on both those days?
I think it's called calorie shifting and I'm looking for a tldr from people who read clinical studies on this cause I'm too lazy.
