Eating a caloric surplus or deficit?

Hey guys

I'm struggeling with nutriotion choices. I've bulked for about 3 months and got up to higher bodyfat percentage (like 17% or so).
Now my question is, should I now cut first or just eating a clean surplus with healthy foods to lose that fat?

Also, could you just gain muscle without getting so much fat.
