lean bulk carbs and cals

What is considered a good starting point for a lean bulk? 250 cals over maintenance daily? 1g/lb carbs enough? Or doesn’t matter?

These days there is lots of talk about cutting only on rest days, doing refeeds to keep lepton up etc. So I wonder does the same apply to bulking? As in 500 calorie surplus on lifting days only for example. Or does that not make any difference?
