Need to gain muscle and reduce belly fat

How do I do this? I am 5 '5 and weigh about 135 lbs. I take creatine and have stopped eating rice which I used to eat a lot before. My issue is gaining muscle and weight but not see a bloated tummy. It's not much but how do I do both?
