Is it possible to loose fat after ?

Just a random question. Was wondering if a person with low muscle mass with about 20 bf who has been eating only few carbs, proteins and fats . Assume only 1000 calories a day for along period of time. Not working out. Just sitting around. But his maintainence is 1700. Could he start to eat 1700 for sometime and reduce calories by 300-500 and loose fat and come below 20% Without working out.
